Debone the lamb and cut it into pieces, then fry in oil until glazed, remove and leave in a covered container to stew. In the meantime, peel and chop the onions, carrots and fresh tomatoes.
In a deep dish, arrange the meat and vegetables. Sprinkle with ground pepper, mint and salt. Cut the potatoes into coarse cubes and add them to the meat and vegetables.
Cover with foil and bake in a slightly preheated oven, then remove the foil and allow it to finish cooking, while basting it from time to time with the broth until it forms a crispy brown crust.
