How to make
In a bowl, sift the flour, add the baking powder and stir. Pour the water and oil into a pot, add the salt and sugar, put it on high heat to boil.
Once boiling, add the mixed together flour/baking powder, stir quickly and energetically with a spoon until the dough begins to come off the walls of the container. Take the pot off the stove and leave the dough to cool.
Add the eggs to it, 1 by 1 while stirring nonstop, to obtain a homogeneous dough. Put the ready dough in a pastry bag with a suitable tip and spray out tulumbas into an oven dish laid out with baking paper.
Make the tulumbas the desired size. Bake in a preheated 390°F (200 °C) oven to the desired crispiness.
While they're baking, prepare the syrup. Mix all the ingredients for it in a pot, put it on high heat. Once the syrup comes to a boil, pour it hot over the baked, still warm tulumbas.
Leave them to cool and soak up the syrup in a container covered with a lid or aluminum foil.
