In a deep pot pour the water, sugar, vinegar and bring the mixture to a boil until it's completely boiling.
Add the grated ginger, garlic, paprika, tomato puree, soy sauce and fish sauce to the water.
Dissolve the starch in water. Add it to the mixture for the hot sauce and boil it for another 5-6 minutes.
When the sweet and spicy Thai chili sauce has cooled, pour it into jars. Use it as a sauce for meat.
