Tenderize the steaks and roast on a grill. Chop the onions and tomatoes finely and sauté them in the oil until tender.
Add the finely chopped chili peppers and parsley, along with black pepper. Salt.
Upon presentation, put a little bit of stew mixture under and over each steak.
