Mussels with shells take very little time to cook - just enough time is needed for the shells to open up. If they are cooked for too long, there is a danger that they will become too tough and not very tasty.
When boiling mussels with shells, be careful - if you see a mussel that has an open shell before cooking it, just throw it away.
Buy only mussels with closed shells.
