Chop the onions finely and braise them in the oil. Add the finely sliced carrots. Once they soften, pour in the flour and fry it too. Sprinkle with the black pepper and pour in hot water.
Once it comes to a boil, add the julienned peppers and roundly sliced potatoes. Salt and cook on medium heat.
