Braise the onions, garlic, carrot and celery in the olive oil. Add a little water and add in the crumbled chicken broth cube. Sprinkle black pepper.
Add the mince to the vegetables, while stirring energetically. Add the wine, tomatoes, sugar, salt, oregano and basil. Add the finely chopped parsley.
Boil the spaghetti according to packet directions and drain them. Serve in suitable plates with the veggies and mince, sprinkle with parmesan.
