How to make
Finely chop the onion, parsley and peppers or blend them in a blender.
Add them to the minced beef.
Add the spices - black pepper, cumin and salt and mix well.
Leave the minced meat to stand for 2-3 hours or put it in the fridge for the next day, so that it can absorb the flavors well.
Peel and slice the potatoes. Arrange them in a circle in a baking pan, greased with oil.
Season them with salt, drizzle them with a little fat and bake them until they're semi-cooked in a preheated to 360°F (180 degree) oven. They do not need to form a crust, they only need to slightly soften.
Remove the pan from the oven and place the minced meat in the same round shape on the potatoes in a thin layer (although it is possible to shrink slightly during baking, but this is not a problem).
Pour the tomato sauce, which is diluted in about 1/2 cup of water.
On or on the side of the minced meat you can arrange the vegetables of your choice - cherry tomatoes, peppers, more potatoes or others. I added small, slightly hot peppers on the side.
Wrap it in aluminum foil and put it in the oven for 20 minutes, then remove the foil and bake it until the water evaporates and the minced meat aquires and appetizing color.
