Pour the milk into a wide bowl, add the sugar and stir until it's dissolved.
In another bowl, pour in the coconut flakes.
Briefly dip 12 biscotti, 1 at a time, in the sweetened milk and arrange them some distance apart from each other.
Pour the Chantilly Cream in a pastry bag and spray it out onto 6 of them. Stick them together in pairs with the 6 biscotti that don't have cream. Then roll them in the coconut flakes.
Keep them in the fridge while you melt the chocolate in a water bath or in the microwave with 2 tbsp cream.
Add the green confectionery dye to the remaining coconut flakes and pour on a few drops of water, so they moisten a bit and dye the flakes, stir.
Use the pastry bag to decorate the biscotti with the chocolate and sprinkle on the green-colored coconut flakes.
