Bloom the gelatin for the panna cotta in cold water and allow it to swell.
In a saucepan, gently heat the heavy cream, milk, sugar, and vanilla over low heat until the sugar fully dissolves. Do not allow the mixture to boil.
Remove from heat, add the bloomed gelatin, and stir until completely dissolved. Pour the cream mixture into serving glasses and refrigerate until fully set.
For the lemon layer, bloom the gelatin in cold water for about 5 minutes.
Heat the lemon juice with the sugar until dissolved. Add the bloomed gelatin and lemon zest, stirring until smooth.
Place one thin slice of lemon on top of the set panna cotta. Carefully pour the slightly cooled lemon mixture over it so the slice remains visible and suspended in the jelly.
Refrigerate again until fully set.
